Introduction. At present, there is a need for a comprehensive and detailed analysis of the activities of domestic law enforcement agencies during the Great Patriotic War. At the same time, it is necessary to disclose in as much detail as possible all the rather complex functionality implemented by the subjects of the activity in question, including the work of the police apparatuses of the passport service. Such an approach to studying the positive experience of domestic law enforcement agencies in such an emergency situation as war is primarily due to its significant practical significance and the possibility of using police units in emergency situations in the official activities. Materials and methods. The author analyzed various regulatory legal acts adopted before and during the Great Patriotic War, which allowed to highlight the problems of the functionality and scope of powers of the passport services of the Soviet police during the war years. Previously conducted studies on this issue were also analyzed. The obtained data were summarized, analyzed and served as the basis for the presented scientific conclusions. In the course of the study, logical analysis, system-structural method, systematization, and processing of information data were used. The results of the study. In the course of the research it becomes obvious that in the first days of the German attack on the Soviet Union the legal norms of the pre-war period continued to function, while new legislative norms were immediately adopted. With the beginning of the Great Patriotic War, significant reasons and circumstances arose, according to which the regulation and control of the population's compliance with passport requirements had to be carried out on the basis of new norms, provisions and standards of an emergency nature, designed for wartime conditions. Improvement of regulatory control in the area under consideration contributed to the implementation of all measures ensuring the passport regime, strict registration of the population and had a positive effect on all processes related to the evacuation and mobilization of citizens. Conclusions and conclusions. In wartime conditions, it became necessary to make significant changes to the legal regulation of the functioning of the passport service. In many ways, the processes under consideration were affected by the declaration of martial law and mandatory general mobilization in the country. In the current wartime conditions, the entire functionality of the units under consideration increased significantly. In general, the development of legislative frameworks in the sphere of passport control contributed to the rapid identification of individuals, detailed control over the movement of the population within the country, the fight against deserters-Red Army soldiers and employees of defense enterprises, the search for criminals, etc.
