Abstract (English):
At performance by public authorities of the powers inevitably there is a problem of realisation by them of these powers in subordinate territorial units of the government. The list of such powers is too great and covers practically all aspects of activity of public authorities. The author offers two ways of the permission of these problems: creation of special structures of the power in territory of local government for performance of the state problems or granting to local governments, on the basis of international legal norms and laws of the Azerbaijan Republic, corresponding state powers. Analyzing positive sides and lacks of each way of the decision of a problem, the author is declined by second way and the law on delegation of separate state powers to local governments suggests to pass. In article the concept of the named law is given also *.
