The results show that a vibrant civil society creates the conditions for any form of national self-determination, including for national cultural autonomy, which in the present conditions can solve many social and ethnic problems. The civil society represents system which itself will be organized also itself develops. It functions and progresses much more successfully and more effectively when certain favorable conditions are for this purpose created. These conditions are created appreciably by a society, through the state and contrary to it[§§§§].
