В статье раскрывается авторское понимание конституционных задач государства, приводятся аргументы, подтверждающие позицию автора. Констатируется доминирующее положение народа в конституционном праве. Аргументируется инструментальная роль государства в реализации Конституции и воли народа. Отмечается, что конституционные нормы служат средством постановки задач и управления государством. Указывается, что в выполнении конституционных задач участвуют все государственные органы и должностные лица, в том числе органы внутренних дел. Рассматривается их роль в данном процессе. Акцентируется внимание на тех конституционных задачах, которые лежат в основе формирования, организации и функционирования органов внутренних дел.

The article reveals the author's understanding of the constitutional tasks of the state, provides arguments confirming the author's position. The dominant position of the people in constitutional law is stated. The instrumental role of the state in the implementation of the Constitution and the will of the people is argued. It is noted that constitutional norms serve as a means of setting tasks and governing the state. It is indicated that all state bodies and officials, including internal affairs bodies, participate in the implementation of constitutional tasks. Their role in this process is considered. Attention is focused on those constitutional tasks that underlie the formation, organization and functioning of internal affairs bodies.
